Building Homeworkers’ Collective Power: Lessons from Thailand’s Homeworker Protection Act
Thailand’s Homeworkers Protection Act of 2010 was the product of a decade of determined organizing and legal advocacy by HomeNet Thailand, marking a rare moment of formal recognition for homeworkers. The Act introduced important innovations, including clearer obligations for hirers and a tripartite Homeworker Protection Committee with regulatory powers, yet enforcement has remained uneven, revealing design gaps that limit homeworkers’ ability to use the law to challenge inequities in supply chains. This brief examines the strategies that secured the legislation, analyses how its provisions have shaped collective power over the past sixteen years, and closely assesses the functioning of the Homeworker Protection Committee. It also considers emerging legal pathways, including mandatory human rights due diligence, that could strengthen accountability and expand homeworkers’ ability to assert their rights across complex supply chains.
