Chains of Production, Ladders of Protection: Social Protection for Workers in the Informal Economy
United by joint concerns about the fact that millions of people work their whole lives but remain poor, and that in many cases people's access to social protections are declining, WIEGO, the ILO and the World Bank decided to explore social protection approaches based on an understanding of the working lives of people in global value chains. This volume considers how to extend social protection to workers in the informal economy. Divided into two main sections, it presents the findings of comparative studies of the horticulture industry in Chile and South Africa, and the garment industry in Thailand and the Philippines. This seminal work breaks new conceptual ground in foregrounding the importance of status of employment, and in showing how that status determines where people who work will stand on the ladder of protection.
