Shared resources, networks and demands support collective action
WIEGO’s level of engagement and support to workers’ organizations has evolved over the years at the ILC. The early years were characterized by a network of WIEGO affiliates attending the ILC, sometimes with the logistical and financial support of WIEGO, but not as a WIEGO-led delegation.
This changed in 2009, after WIEGO received official observer status at the ILC, and was finally able to support its own official delegation. After 2009, the size and composition of the WIEGO-led delegation and the subsequent preparations depended on if the agenda was relevant for workers in the informal economy, and if so, which sectors would be most impacted.
In addition to providing financial resources to enable workers to attend, WIEGO has provided behind-the-scenes technical support to worker organizations before, during and after the ILC.
This often starts with preparing worker delegations: helping them understand the texts to be negotiated and how to engage in the ILO process. Given that MBOs across sectors and regions can have different concerns, the process of building consensus and solidarity for each ILC, often through a shared platform of demands or position statement, is essential.
This consensus is then carried through into daily caucus meetings during the Conference where negotiating strategies are discussed. Throughout, WIEGO provides translation, interpretation and strategic communications as needed to the delegation.
