Beyond Regulation: The Informal Economy in Latin America

Reports part of the results of a study begun in 1987, and supported by the United Nations Development Programme, by examining the administrative and legal rules that frame the functioning of informal economic units in Latin America. Discusses the relation between informality and illegality; surveys the financial barriers to informal units becoming formal; and queries whether informal units should be made formal, or formal ones made informal.
