The Regulation of Street Trade in Karoi: Opportunities and Challenges for Improving Vendors’ Livelihoods (Council Edition)

This datasheet examines the experiences of street vendors in Karoi, Zimbabwe. While these workers are an essential part of the town’s social and economic fabric, providing accessible goods and services at affordable prices, most work informally and face challenges that make it difficult to earn a decent living. The Zimbabwe Chamber of Informal Economy Associations (ZCIEA) is collaborating with WIEGO and StreetNet International on a project aimed at improving dialogue between vendors and town councils through two legal tools: administrative justice and the ILO’s Recommendation No. 204. Building on ZCIEA’s success in signing MOUs with more than 20 councils across the country, the project’s first step was to understand why vendors in Karoi work informally, the challenges they face, and ways to address them. This datasheet targets council leaders and officials, and a companion version in Shona was prepared for workers.
