Global Position Paper on Formalization: Collective Action for Risk Reduction and Decent Work

This position paper was prepared for the 113th Session of the International Labour Conference (ILC) General discussion on innovative approaches to tackling informality and promoting transitions towards formality to promote decent work.

Using the ILO's Decent Work framework, WIEGO and five organizations of workers in informal employment call for a rights-based approach to formalization which centres risk reduction, access to social protection, economic policies which promote enabling conditions for cooperatives and other entities in the social and solidarity economy, legal frameworks that guarantee labour rights and collective bargaining for all workers - including workers in informal employment.
